One suggestion, from http://forums.linuxmint.com/viewtopic.php?t=136433 among other places, is to put this in /etc/environment:

CLUTTER_PAINT=disable-clipped-redraws:disable-culling
CLUTTER_VBLANK=True

It has to be in /etc/environment. Putting it in a .profile or something doesn't work. My guess is that the process that has to adjust the settings is run before you run .profile (which makes sense).

I need to see this work for a few days without flashes before I say it's fixed.

The fix in the previous comment wasn't a fix.
