Duplicate Spike Injection for Conv in spike_io_injector.cpp
Update Region Map from logical chip/core to physical chip/core
Sync with Harry - Change to Encode method to create encapsulated mesh messages
Sync with Harry - Synchronization during spike injection to ensure time step sync
