When you try to convert ngscript to html with attachment with cyrillic letters (f.e. Test.ngscript.txt (remove .txt in the end) ) it breaks with the error:

nbconvert.filters.markdown_mistune.InvalidNotebook: missing attachment: 0.1_%D1%89%D0%B5%D0%BD%D0%BE%D0%BA.jpg

jupyter nbconvert --to html "Test.ngscript"
