We should have a default page on the main site/governance info that explains the fact that Jupyter doesn't collect personal information directly, and any other applicable policies.

This page should be linked to in the discourse privacy page as well as the Discourse TOS one.

The JupyterLab specific privacy page could be incorporated or linked to from this site.

The security team still regularly receive request to fill in Privacy
documents.

Lay out some of those responses in a document.
