Automatically publish winget release

i've now created the WinGet release PR for the latest release: microsoft/winget-pkgs#132018

it'd be great if you could automate this away using a GitHub workflow for future miller releases.
options include:

• using Microsoft winget-create
• using komac
  • there's a GH Action based on this which is also linked in komac's README: winget-releaser

note: i've never used any of these before (the above PR was my first winget-pkgs contribution :))

since this requires a token to be set up this isn't really something which can be easily contributed.
