No, it's not possible. Currently those features are missing in v3.

I primarily used foliate v2 to read e-books in a foreign language and used it to translate certain sentences or read a specific word with gtts-cli [...]

As a workaround, you can try binding a global shortcut on your desktop to launch custom tools with the contents of the primary selection using wl-paste or xclip.

The downside of this is that you need to press a shortcut after selecting (but note that wl-paste, for example, has a --watch option). The upside is that it will also work in other apps, not just Foliate.

Also opening the last book being read was nice.
