the subactions of integrate are not working for update-publications

i tried to use pre-retrieve and retrieve (plus load) while building to avoid fetching again the publications.xml file. in all cases the process was starting building again the xml file.
commands used below.

./gradlew integrate -Psource=update-publications -Paction=pre-retrieve --stacktrace
./gradlew integrate -Psource=update-publications -Paction=retrieve --stacktrace
./gradlew integrate -Psource=update-publications -Paction=load --stacktrace
