dependabot doesn't support multiple requirement files located in the same directory?

I noticed that some python packages are updated by developers rather than dependabot. I found that https://github.com/intel/llvm/tree/sycl/llvm/utils/git directory has two "requirements" files: requirements.txt and requirements_formatting.txt.

History shows that requirements_formatting.txt was updated only by dependabot, whenas @andykaylor updated urllib and cryptography packages in requirements.txt. @lucyli-ca recently updated cryptography package version in requirements.txt again.
dependabot created new PR updating cryptography package version in requirements_formatting.txt, but not in requirements.txt -#12746 (I updated requirements.txt too).

Does anyone know how to configure dependabot to update both files?
