Build and publish docs on CI

The current sphinx documentation release flow is manual and needs to be automated to be done on push to the main branch. Current steps are described in the scripts/docs.sh script present in the pipeline-wrapper branch. The .github/workflows/ci.yaml workflow file needs to be updated to add a step to run this script & publish it to GitHub.
