Create fresh or modify existing CI Pipelines to test Export Tool backend with multiple versions of Python including:

Python v3.6.10
Python v3.8.x
Python v3.9.x
Python v3.10.x
Python v3.11.x

This may be blocked until Django major version is bumped.
