I'm using Chrome on a Mac and when I choose a time period to look at, I can't really change it again. The color changes for the graph but the bars don't move. See how the bars are white for a portion after the start of 2015? That's where I tried to drag the end of the blue area.

hmm… I cannot seem to reproduce this specific issue on recent Chrome (65) on Linux. Do you still see this behavior?
That said, I did notice that modifying the selected time period too quickly/frequently, it sometimes causes the map view to "hang" for a bit (several seconds). We probably need some better kind of (improved) event debouncing, I believe.
