build: use buildx and goreleaser for building images

Expected Behavior

• we use goreleaser https://github.com/goreleaser/goreleaser/blob/main/.goreleaser.yaml#L77
• and buildx https://github.com/goreleaser/goreleaser/blob/main/.github/workflows/build.yml#L44

Actual Behavior

• we use them by hand in the gh action
