Improvements to searching for workflows #2179

Issue based on lab meeting discussion on Tuesday, September 26, 2023.

Improvements can be made to how users can search for workflows. While making it so that users can search across instances may not be feasible right now, it was agreed that there are alternatives that could allow for similar results (Docstore, a workflow toolshed, etc.). This would make it easier for users to find tools and know what exists already.

All suggestions are welcome!

This PR seems to be relevant: galaxyproject/galaxy#16607

We have also discussed exposing IWC workflows in this interface as a next step.
