Possible race condition when loading urls #1

I think there may be a race condition during loading of the urls when using multiple wsgi workers on the same host.

It may be fixable by just removing lines 20 & 21, but it may require deeper structural changes.

FWIW, the overall API should probably change to require that staticpages templates be located within subdirectories of a valid template location

The 'STATICPAGES_TEMPLATES' could then be a list of (name, dir_within_templates) tuples and all the symlink garbage could go away.
