For Dapp developer, if they want to create a local DApp - say in React, they need to have the font end code running and connect to a local chain like:

• hardhat chain: but this can only run in a HH folder - so we are encouraging people to load up HH when they don't really need to.
• anvil chain: could be the same issue
• ganache: discontinued
• Remix VM: but what do we need to do get this working with a local DApp
