The eww window is sometimes located above other windows which gets in the way
I would like that it could not be above other windows and that the eww window could not be closed (only with the console)

i use gnome arch

The solution to this is the window property stacking (Ex. :stacking "bg") which tells wayland where the window should be stacked relative to other windows, and the window property focusable can prevent it from being a window you can select. You can find more info about these on the wiki. By default the windows can only be closed with the console so you shouldn't need to make any changes there.
