[MAUI][Multi-Project] The Solution Explorer window was empty when creating Maui Multi-project

Description

The Solution Explorer window was empty when creating Maui Multi-project, in addition, there are two unstable issues when creating Maui Multi-Projects.

Steps to Reproduce

1.Create a .NET MAUI Multi-Project App.
2.Create a new Maui Multi-project in the same successfully created Project window.
3.Observe the Solution Explorer window.

Actual Result:
Create a new Maui Multi-project in the Successfully Created Project window, create successful but the Solution Explorer windows was empty.

More Info: There are two unstable issues when creating Maui Multi-project project.
Result 1: The "Creating project" is always displayed and VS will freeze when clicking the creating window.

Result 2: The Solution Explorer windows project shows:” The project is initializing."

Expected Result:
.NET MAUI Multi-Project create Successfully and Solution Explorer is displayed normally.

This issue is reproduced when .NET 8.0 is selected to create a multi-project. But when choosing .NET 9.0 to create it. It works fine. MAUI Multi-Project is a new project template introduced on .NET 9.0, so is this an expected result?
