"What not to commit" documentation section is in a wrong place #5690

Describe the problem

As a consumer of documentation I would expect the section as titled be found in Packages section e.g. Publishing. It outlines well with the context: A developer writes a package, wants to publish, subsequently ask oneself what to commit, and what not to commit, but no information about it, because it is somewhere hidden in Tools & Techniques (read Expected fix)

Expected fix

Currently "What not to commit" is in Tools & Techniques. It's a bit out of scope to keep it there, don't you thinks so ? It's a small improvement, but a consistency in documentation is as much important as consistency in the source code.

I would like to fix this problem.
