Special cases in the compiler for the libraries in the Dart SDK are difficult to track and make the compiler code harder to reason about. Ideally DDC could compile all SDK libraries just like any other user written library. If that were true maybe then it would even be possible to break apart the SDK module into separate JavaScript files.
