I bet the topic sentence hadn't changed since the 1990s.

This task view contains information about to use R and the world wide web together.

The task view isn't that old. It was started in 2013 and at that time the first sentence of the intro was: This task view contains information about using R to obtain and parse data from the web.

This was only changed in 2016 to the current formulation.

Having said that, updating the information in the intro is probably a good idea.
