Acceptance Criteria:
The cqf-ruler PlanDefiinition operations need to be updated to use the need ones that Brenin created

R4: $apply, $cpg.apply, $r5.apply
R5: $apply

Brenin needs JP to take a look at the Spring config mapping

Blocked by needing some API updates for the evaluator codebase. It currently can't use the JPA providers correctly.
