Notifications collect while not actively in OH

When queueme.in is opened, it seems to push notifications for every question that has been asked since the last time queueme.in was opened by that TA. For large courses this can amount to hundreds of notifications in a row. Given that this can occur when there are no active questions in the queue, this seems like unintended behavior.
