Install RPN definitions and add activation script to set RPN_DEFNS location

Solution to issue cannot be found in the documentation.

Issue

RPN definitions are distributed with SDDS/Elegant and are required in some cases to use.
The environment variable RPN_DEFNS is expected to be set to the path where these are located.

This package should install those definitions and set the environment variable accordingly.
