Remove obsolete code #39

Based on docstrings, it seems like the following functions are obsolete:

timeframes2html in plotpages.py
printframes in frametools.py and data.py
printgauges in gaugetools.py

Perhaps there are others I've missed. Given that everything is under version control, there seems to be no reason to keep these around.

As I mentioned in a comment, if #5 is looked as a coverage test we may be able to get a better idea of what is and is not used.
