Uploading a new dataset to CKAN with ckanapi (python)

I am new to CKAN. I am trying to upload a dataset to a CKAN instance running as a docker image on a mac. I am using the python api to do this. It looks like I should have the datapusher running in CKAN for me to upload a file. Is this correct? If so I don't seem to have it running on my CKAN instance. I have nothing on http://localhost:8800/. I can add datasets through the web interface, I want to do this with the API route. Can someone help me or point me in the right direction.
