It merely links to the refguide, but even the refguide links are still a non-obvious click or two away from actual information.

It would be good to replicate the information here, one way or another, directly in the user's guide:

Hi @xmaniic we really only utilize self-assignments, and even those only when core devs really feel some need to indicate they are taking personal ownership of something. If you'd like to work on this, all you need to do is to start submitting PRs!
