Proposal: Core Team Emeritus

In the interest of ensuring that the group of people tasked with making decisions is engaged and present, I propose to amend BEP-4: Project Roles by adding an "Emeritus" subsection under "Core Team":

Moving in and out of involvement is natural end expected in Open Source. We wish to recognize these former Core Team members for their significant and lasting contribtions to the Bokeh project:

The first Core Team Emeritus would be @birdsarah and @canavandl (I have corresponded with them already).

Other Details:

• Emeritus members do not participate in decision making processes
• Leaving or remaining in the @bokeh/core groups on GitHub or Discourse is left to individual discretion.
• Any admin credentials for AWS or other infrastructure will be revoked
• I would not propose any sort of participation litmus tests, and rely on self-selection for retiring. Accordingly I would also amend the sentence above:

Any member of @bokeh/core may request to leave or change to emeritus status at any time, without discussion.
