Netlify Deploy Preview not working for incoming PRs #748

Describe the bug
When opening a PR, a netlify preview deployment is opened. At the moment, it displays HTML rather than rendering into the relevant site.

Example of my last PR, showing up as HTML rather than a rendered dashboard:
https://deploy-preview-747--homer-demo-content.netlify.app/

Expected behavior
A deploy preview clearly shows an updated environment.
