Provide these drush commands in a module (for use on Pantheon)

I would like the Pantheon dashboard to work on Backdrop sites.

Since the fine folks at Pantheon are not willing to fix the issues on their end, I think we should try to fix them in the Backdrop upstream.

We could do this by providing a Pantheon module that includes the drush commands, or we could experiment with their example commnds, and see if we can get them working this way:
