Work with the Open Data team to create a dictionary of approved keywords. Determine how to implement this in CKAN.

For future reference as well: can we get rid of all "Canadian Space Agency" / "CSA" keywords? It makes sense in the context of the Open Canada site but seems redundant for our purposes.
