Short description

The Kubernetes Lease is created only during a real split-brain.
In case of a misconfiguration in the cluster(e.g. missing CRD) a user will discover that it's not working quite late.

We should implement a check at startup that ensures it's possible to actually create the Lease in the case is needed.
