Support external `protoc` executable for Maven #1582

sbt supports using the system-installed protoc executable (https://doc.akka.io/docs/akka-grpc/current/buildtools/sbt.html#using-a-local-protoc-command).

It would be useful to support the same from the Maven plugin, which would mean a change at https://github.com/akka/akka-grpc/blob/main/maven-plugin/src/main/scala/akka/grpc/maven/AbstractGenerateMojo.scala#L206
