Underlined text should be reserved for things that are a link. Most users will assume the underlined text is a link and try to click on it, then might get confused when nothing happens. As an example, take this dialog for adding accounts:
Here, there is underlined text that is a link (at the top) and also underlined text that is not links (middle/bottom).
Describe your ideal solution to this problem
Find another way to emphasize the underlined text. If the surrounding text is not bold, bold for emphasis would work. If the surrounding text is already bold, perhaps bold+italics. It may take a few mockups to find something that works well.
