Since academicpages is intended to act as a template for new user websites, it should be updated to a template repository as soon as possible. This will require updates to the user documentation for 1) for the template as a new site and, 2) how to fork the template for modifications to the template itself.

Updated to a template repository and README was updated, additional documentation to be tracked on #1906
