Then Daniel would always get the queue as it is now, and when he uploads to ABC, if the PMID doesn't exist, it warns Kimberly or something else. (This is as opposed to getting AGRKB first and the potentially having a bunch of papers approved with WBPaper IDs that never get in Daniel's queue).
