[Feature Request] Add support for compiling to libretro core #1059

Since wagic is no longer runnable on the PSP or the emulator PPSSPP it should still be possible to run this on a system. Adding support for running this as a libretro core would help to make this project more portable.

I think this is a great proposal as retroarch is mostly button-dependant as well as Wagic it should be no problem
