V4.0.0 Backend refactoring

Hello,

I've started with refactoring the backend of the program into different parts.
It lives in this branch:
https://github.com/mvanlaar/static-GTFS-manager/tree/backend-v4

This will allow to make a more universal api and the code maintance higher. I've seen great response time improvements throughout the application. Sometimes with 1000%

It's loosly based on: https://github.com/baixuexue123/tornado-boilerplate

I will make a new pull request to the v4.0.0 branch when i'm think it's ready.

Is v4.0.0 still in development? I see the last commit dates back to 2019.

I'm not developing this more. I've switched to datatools from ibi-group.

@Oxalin same here, there's no further funding from WRI-Cities so no development here. I've worked on another tool doing similar operations, want to create and announce another project in coming year.
