[Feature Request]: RetroAchievements support

What feature are you suggesting?

It would be very nice to, at some point, add support to RetroAchievements. Not to be confused with RetroArch, these are two different projects.

Why would this feature be useful?

So users can enjoy achievements in a centralized platform, either the original cheevos by games (already supported by Vita3k) or new ones developed by the community.
