Steam Provider results in access_denied when using Chrome and localhost

In my dev environment (localhost) I can't authenticate with Steam when I am using Chrome. I am getting an access denied error.
The exact same code is working with FF however.

The redirect to the signin-openidsteam url seems to be okay and even contains the requested user Id. But this url answers with an access_denied error.

When I publish the app to the registered domain it works with every browser - even chrome.
