There is no shapefile/geographic area for Saint Louis independent city.

There is one for Saint Louis County, but not the independent city.

We don't have levels below county in the gazeteer. Is the city a 2nd or 3rd level subdivision?

Equivalent to county. There is no county for the city of St. Louis so there is no shape file for this area.

some big cities has separate shape. Moscow for example, and yes, they are at the level 2.
