Forming a plasma transport working group

At the community meeting last week, we talked about the possibility of forming a PlasmaPy working group that would focus on plasma transport processes. Ultimately, the goal of this working group would be to develop the plasmapy.transport subpackage. This subpackage would include fundamental transport coefficient calculations (including for both weakly and strongly coupled plasmas) and transport modeling.
