common exports a namespace called beta, which has a bunch of beta-grade functionality.

So far as I know it is not used. They are before my time and I've never really looked at what's inside.

It is causing issues like docs#447

We need to decide whether to adopt the beta functions, deprecate them (probably not, surely no-one is using them?), or remove them entirely.
