Another nuance is that the map has a coating of individual polygons, which increases the file size significantly.
Maybe it makes sense to use water bodies rather than land?

What is "coating of individual polygons"? If you think that tiling increases the size significantly you are not right. It increases the performance significantly though.
No, it does not make sense to invert the shapefile, the result will be the same.
The inland waterways do not have coastline in OSM and are not in https://osmdata.openstreetmap.de/data/land-polygons.html which is our source data. They can be added into the dataset and it actually is on my list, but as there is no source data that could be directly used in our workflow I am aware of it will have to wait.
