My latest suspicion is that there's nothing wrong with the math, and that it's just the case that some mturker somewhere leaves the assignment open on "preview" for forever, or that they start the task but never complete it. The campaign would never post another round until the hit expired, so it looks like it will never complete, but it still might. Still thinking about this though.
