How to use Controls without rest of Theme

Hi, How do I get the TextBox Helper to work when not including Controls.xaml? The Controls.xaml xaml file causes the ScrollViewer to not show the scroll bar. When I remove controls.xaml I see the scroll bar but the textbox helper watermark no longer shows. I have added each control's xaml individually but the watermark does not show unless Controls.xaml is included.

How to get the scrollbar to show when Controls.xaml is referenced?

I'd like to use specific controls from the application, but I'd rather not apply the entire Metro theme to my application. Right now no matter what combinations of Resource Dictionaries I include, either my entire app starts looking different OR the ToggleSwitch doesn't render (just see the text).
