Metrics: don't allow start date to be after end date #3541

in Metrics, user is able to select a start date that is after an end date, and still get results
(on stage select Actions/View Metrics/Resources, start 12/26/2020, end 07/26/2020, result is 5.

give a warning that start is after end?
