We should make reusable blueprints for testing #566

Currently, the blueprints that are made for testing the provider are not reusable.
One attempt was made with MakeOrFindBlueprint . We might want to make a generic solution for this because adding and deleting a few blueprints puts the Apstra in a low memory mode.
