Will the Privacy Consent be moving to use of the FHIR Consent resource?
It is unclear to me what the function of the cda consent profile is. Is this a whole document, or a section? If whole document what is the meaning of that document? If a whole document how does this related to the IHE BPPC profile which is a CDA based Consent?

I think a JIRA ticket would be better for this... This GitHub project is the repository for the CDA specification using FHIR tooling.

I don't know :) I just know that we only use github issues for "cda-core-2.0" to track what needs to be done to use FHIR Tooling to publish the core CDA spec.
