cpu/usage_time is not reported #668

Describe the bug
Metric agent.googleapis.com/cpu/usage_time is not reported. This is a documented metric.

To Reproduce
Steps to reproduce the behavior:

Just install and start the Ops Agent.

Expected behavior
Metric agent.googleapis.com/cpu/usage_time is reported.

Environment (please complete the following information):

Ops Agent version: 2.16.0
Ops Agent configuration: default configuration

Additional context
It looks like system.cpu.time (cpu/usage_time) is excluded without any reason described:

ops-agent/apps/hostmetrics.go

Lines 67 to 68 in 7d8d128

Just ran into this also. Is there any work around to get it working?
