Enable widgets to get filtered by time-slider

Is your feature request related to a problem? Please describe.
A time-enabled layer will show a time-slider component. With that component, I, as a viewer, can filter by time. An example of the time-slider and time-enabled layer is shown here:

As a viewer, I expect certain widgets to get filtered over time while others should not. An example is the pie chart, which intuitively should get filtered, while the stacked bar chart and line chart shall not get filtered since they show the time on the x-axis.

Describe the solution you'd like

I would like to set whether the time selection filters a widget on a per-widget basis. Furthermore, those widgets should not get minimized if I use the time-slider.

Describe alternatives you've considered

You could try to implement an automatic solution to determine if a widget uses the time value as the x-axis, but that is likely prone to error.

The Thünen-Institute will provide funding for this feature request. We want to discuss possible solutions with the community and upstream our solution.
